Security Engineering Coordinator Services

We are seeking a Security Engineering Coordinator Services who will ensure compliance to affiliate HSE rules (Procedures, Instructions) related to Site Safety, Road Safety, Lifting, Work Permit, Personal Protection Equipment (PPE)

  • Ensure compliance with affiliate HSE rules, procedures and instructions relating to site safety, road safety, lifting operations, Permit to Work (PTW) requirements and Personal Protective Equipment (PPE).
  • Participate in contractor audits, issue action plans and follow up on their implementation.
  • Familiarize with affiliate Explosive Remains of War (ERW) and security requirements to ensure the suitability and compliance of affiliate contractors.
  • Actively participate in sustainability studies within the Security Department and in collaboration with local contractors.
  • Coordinate civil works activities within the affiliate security engineering and construction perimeter, including road construction and maintenance, dredging, concrete works, footings and piles, sidewalks, building refurbishments, water networks and trenches.
  • Act as the focal point for the construction of security infrastructure and systems, monitoring activity plans and liaising with contractor representatives and TotalEnergies field operations teams.
  • Ensure contractors execute activities within agreed timelines.
  • Conduct regular site visits to assess contractor performance, work quality and timely delivery.
  • Identify and analyse anomalies affecting productivity and propose appropriate corrective actions.
  • Verify that civil works, including earthworks, trenching, backfilling and concrete works, are executed in accordance with project drawings, specifications, and applicable national and international codes and standards.
  • Ensure civil works are executed within the approved project budget.
  • Supervise contractors at worksites, with particular emphasis on trenching, digging, earth-moving and drainage activities associated with ERW risks.
  • Compile the required daily section reports.
  • Participate in contractor selection processes in accordance with affiliate standards.
  • Establish and monitor Key Performance Indicators (KPIs) for construction contractors.
  • Propose action plans to improve contractor efficiency and performance.
  • Contribute to the successful implementation of the GGIP Project within the context of a new TotalEnergies affiliate in Basra, Iraq, supporting coordination across numerous interfaces in line with the One Total philosophy.
  • Communicate QHSE policies and objectives to all personnel.
  • Coordinate the approval process and issuance of Permits to Work (PTW).
  • Verify on site that the Permit to Work system is implemented in accordance with TotalEnergies rules.
  • Participate in daily Permit to Work openings and Toolbox Talks related to work activities.
  • Coordinate activities to prevent SIMOPS conflicts in close collaboration with TotalEnergies field operations teams.
  • Ensure the personnel protective equipment policy is properly implemented.
  • Contribute to defining and procuring specific QHSE prevention and intervention materials and equipment, and verify their availability and maintenance.
  • Participate in incident, accident and high-potential near-miss investigations and analysis.
  • Ensure that all incidents and anomalies, including unsafe acts and unsafe situations, are immediately reported and analysed.
  • Participate in operational audits.


Requirements

  • Minimum 5–10 years of experience in civil works, including engineering and construction, preferably within the Oil and Gas industry.
  • Knowledge of construction permitting requirements within Basra oilfields.
  • Strong analytical skills with the ability to maintain an overview of multiple activities simultaneously.
  • Proficient in Microsoft Office tools, including Word, Excel and PowerPoint.
  • Strong interpersonal skills with the ability to effectively interface with internal entities.
  • Autonomous with excellent oral and written English language skills.
  • Fluent in Arabic, both spoken and written; French is an advantage.
  • Ability to work effectively in a fast-paced, dynamic environment and adapt to changing priorities.
  • Strong sense of responsibility, initiative and dependability.
  • Ability to work effectively as part of a project team.
