Local Content Iraqi Leadership

We are seeking a Local Content who will lead Local Content integration across tendering, contracting, bid evaluation, negotiation, award, and contract execution.

  • Lead and continuously improve the TEPRH Local Content framework, policies, procedures, governance, and assurance processes.
  • Translate contractual, regulatory, and business requirements into clear and measurable Local Content obligations.
  • Lead Local Content integration across tendering, contracting, bid evaluation, negotiation, award, and contract execution.
  • Develop and monitor Local Content KPIs, dashboards, reporting, audits, and contractor performance.
  • Drive Iraqisation, local supplier participation, supplier development, workforce localisation, and capability building.
  • Provide market intelligence and identify opportunities to increase qualified Iraqi participation across projects.
  • Coordinate with C&P, Legal, Finance, HR, Projects, Technical teams, contractors, partners, and authorities.
  • Identify Local Content risks, manage corrective actions, and provide reliable performance insights to management.
  • Support the Head of Local Content in strategy development, annual planning, governance, and key stakeholder engagement.
  • Provide deputy leadership, coaching, and functional guidance to the Local Content team.
  • Ensure compliance with contractual, regulatory, HSE, anti-corruption, sanctions, and company requirements.
  • Represent the Local Content function with senior management, partners, contractors, government authorities, and industry stakeholders.
  • Promote continuous improvement, knowledge transfer, and sustainable local capability development across GGIP projects. 


Requirements

  •  Master’s degree in Engineering, Business, Economics, Supply Chain, Law, or another relevant discipline.
  • Minimum 15–20 years of relevant experience in Local Content, Contracting, Procurement, or Supply Chain within major industrial or infrastructure projects, preferably including Oil & Gas.
  • At least 10 years of experience in a senior leadership, managerial, or technical authority role, with responsibility for complex cross-functional deliverables.
  • Demonstrated mastery of end-to-end contracting and procurement processes, including tender strategy, contractual drafting, bid evaluation, negotiation, contract award, contract management, and assurance.
  • Proven track record in Local Content methodologies, contractual compliance, supplier market intelligence and development, workforce localisation, KPI design, reporting, and audit.
  • Ability to operate at both strategic and detailed execution levels, exercise sound judgement, challenge constructively, and translate ambiguity into clear governance and actionable plans.
  • Strong leadership, executive communication, business writing, influencing, negotiation, and stakeholder management skills in sensitive and multicultural environments.
  • High standards of integrity, independence, confidentiality, and attention to detail.
  • Confidence in working effectively with senior management, partners, government authorities, contractors, and other key stakeholders.
  • Fluent written and spoken English required.
  • Arabic language proficiency and experience in Iraq or the Middle East are strong advantages.
